Review of “Multiple Plans Integration”
In recent years, the CPC Central Committee and the State Council attach great importance to the work of “Multiple Plans Integration”. In the Central Urbanization Working Conference, “National New Urbanization Plan (2014 - 2020)”, the Central Economic Working Conference, and “Overall Plan of Ecological Civilization System Reform”, they proposed to support the cities and counties to advance “Multiple Plans Integration”, draw up unified city and county spatial plannings, and form the overall requirement: one city/county, one plan, one blueprint step by step. Based on the development aspirations of governments at all levels, through the project practices in Sihui, Zhaoqing, Huizhou, Yingde, Dongguan and other areas, Our institute has made a series of explorations and attempts in changing the main practices, extending the achievement contents, innovating the working methods and clarifying the key working points.
1 Change the Main Practices
1. Do overall planning for the three structures: Space, scale and industry, improve the wholeness of the urban work
A. Plan the all-around spatial development pattern, and promote the expansion and quality. Formulate a unified spatial development strategy, define the spatial structure system of urban and rural areas, guide the spatial layouts of these four types: construction and non construction, urban and rural, ground and underground, increment and stock. B. Limit content, delimit the total amount, revitalize the stock, and optimize the increment. Use the methods of resource carrying capacity evaluation and urban development simulation to predict population and construction capacity scientifically. C. According to the development of new industrialization, new urbanization, agricultural modernization, optimize the all-around pattern of industrial development and implement the land demand of the recent “13th Five-Year” key projects.
2. Do overall planning for the three links: planning, construction and management, improve the systematicness of the urban work
A. Solve the departmental planning differences and formulate unified processing principles to ensure the adjustment of different spots dealt with according to the laws and regulations, and provide support for one blueprint. B. Based on the results of “Multiple Plans Integration”, promote the urban master planning, medium-term adjustment of land use planning, forestry ecological red line planning, environmental protection and ecological strict control area delineation and other statutory planning linkage adjustments. C. Construct spatial information platform, achieve the joint approval, and greatly enhance the service efficiency. Meanwhile, promote the “smart urban and rural” construction through the industrial and commercial integration, local taxation, power supply, water supply and other big government data. See Fig. 1.
3. Do overall planning for the three layouts: town, agriculture and ecology, improve the suitability of urban development
Do overall planning for the three categories of space. Delimit town, agriculture and ecological space in Sihui City, and give full play to the benefits of various land use. Delimit the bottom line of ecological protection precisely, define the relationship between protection and development, designate the all-around city control line system according to the power divisions of relevant departments. See Fig. 2-4.
2 Extend the Achievement Contents
1. An all-around space planning system
A. Study on the top-level design of the spatial planning system, and define the rigid and flexible control contents the all-around space. B. Clear the core contents of the urban and rural overall planning: Firstly, plan the pattern, delimit three kinds of space: Ecology, agriculture and town, and lay the development pattern; secondly, keep the bottom line, delimit the control line system covering the whole area; thirdly, Optimize the layout of construction land according to the key platform; finally, implement the recent “13th Five-Year” key construction projects.
2. A space planning information platform to realize data, services and decisions “three in one”
Collecting multiple spatial planning data of relevant departments, the data platform boosts the smart city construction; jointing the administrative examination and approval reform requirements together, the service platform serves construction project approvals; decision making platform provides decision support for government departments in industrial development, housing construction, project site selection, etc. See Fig. 6.
3. A set of work operation guarantee mechanism
Innovate a set of “Multiple Plans Integration” working mechanism mainly from the four levels: Construction project service, planning linkage modification, institutional reform boost, and legal document matching to ensure the smooth progress of pilot work.
3 Innovate the Working Methods
A. Work cognition innovation. With recent “coordination” and “long-term integration”, pay attention to the reform of space planning system and management approval mechanism. B. Organizational model innovation. Combine leaderships taking a lead, department participation, expert service, team joint and special research together. C. General idea innovation. Utilize strategy to decide pattern, use to decide space, demarcation line to decide power, and take the near future as the starting point, the platform to promote amalgamation. D. Technological innovation. Use neural network and cellular automata coupling (ANN-CA) method to simulate the delimitation of urban growth boundary; use big data to analyze village relocation and industrial layout research. E. Work content innovation. Delineate all-around area and multi field line control system; designate 20% conditional construction area. F. implementation mechanism innovation. Implement innovation mechanism through straightening out relations, optimizing process, establish institutions and supporting policies. See Fig. 5.
4 Clarify the Key Working Points
A. Standardization of content. On the basis of all kinds of planning and the overall planning content, form the standardized planning content of “Multiple Plans Integration”, mainly including general provisions, development goals, city planning, urban centralized construction area planning, key special planning, planning implementation, supplementary provisions, schedules, etc. B. Standardization of standards. Do standardization again according to the original standards of all plannings, so as to form a unified standard of “Multiple Plans Integration”. For instance, unify land classification standards in various plannings. Achieve “Multiple Plans” docking through standardization and lay a good foundation for “Integration”.
The institutionalization of planning organization refers to the establishment of the planning organization system: Leaderships taking a lead, department participation, consultant guidance, team joint and special research. The institutionalization of planning status means the position of “Multiple Plans Integration” and “one blueprint” in the whole planning system through the conference of NPC. The institutionalization of planning decision is the establishment of specialized agencies to set up long-term working mechanism.
Taking the “Multiple Plans Integration” planning as an opportunity, construct the all-around space communication platform, and realize the overall development. At the same time, support the “one blueprint” database through the spatial information platform, and in the late management, base on the information platform to communicate and make decisions, and make the communication platform play a major role. See Fig. 6.
Firstly, take the whole area as a system to implement the all-around plan and coverage. Secondly, regard “Multiple Plans Integration” as a systematic work, and use the systematic method to realize scientific planning. Thirdly, Systematic planning landing is mainly through spatial information platform and decision-making mechanism to determine the priorities of planning implementation, ensure the landing work linkage and coordination, and achieve the systematic implementation of the whole plan.
Ensure the effectiveness of planning through the dynamic update of the spatial information platform and the timely follow-up of the high-level project by the full-time agencies. Designate the stable objects in the spatial planning and management through the control system line to keep planning rigid and ensure the effective development of the bottom line. “Multiple Plans Integration” is a long-term and arduous task. We sincerely hope that our explorations can account for a modest spur to induce others to come forward with valuable contributions, and provide a reference for other cities’ work.
